6 LA&C Framework Reform process creating a totally new environment with new rules, behavior and challenges. A market oriented framework in a globalization context, looking for technologies that increase efficiency and competitiveness. There is no room for subsidies to address Global Environmental Issues. Local subsidies to not cost-effective EST should not be expected. CC: Vulnerability and adaptation as a major priority in the Region. Results of the LA&C Regional Workshop on TT. State of the arts knowledge, generally put as a priority, is not the main issue from a LA&C. Offer is relatively well known. Just the “hard” issues (engineering dimension) knowledge must be complemented by other most “soft” issues, such as policies and strategies.

7 LA&C General Topics Public Policies on TT: –Policy design and implementation: estrategies, measures, mechanisms, instruments, tools, actions. –Policy coordination: cross cutting issues. –Oversight and monitoring. Institutional issues, among them: –responsabilities, coordination, relation (knowledge diffussion, public-public relations, public-private partnership, R&D effectiveness, private-private joint activities). Stakeholders: –identification and role, especially public and private sectors and international and regional agencies and donors. Capacity Development: –policies, economics of TT, impact assesment, lyfe cycle assesment, legal and regulatory framework, data base development and use, standards setting, environmental management systems, recyclied concept,.... Top down versus bottom up approach in TT
