14 Proposed NEC Action That the National Executive Committee approve that the day before a National Board meeting in which the National Board is scheduled to elect a National Commander and/or National Vice Commander that a “Meet the Candidates” forum be held for all National Board members. That this session is to be moderated by the National Legal Officer or his designee. That the moderator be allowed to solicit questions prior to the session from a wide variety of sources and that all candidates for National Commander and National Vice Commander shall be invited to attend.

15 Proposed NEC Action That the National Executive Committee approve the following policy: (1) the day before a National Board meeting in which the National Board is scheduled to elect a National Commander and/or National Vice Commander, a “Meet the Candidates” forum will be held for all National Board members; this session is to be moderated by the National Legal Officer or his designee, and the moderator will solicit questions prior to the session from a wide variety of sources, including the National Board members present at the forum; and that all candidates for National Commander and National Vice Commander shall be invited to attend; and (2) that the instructions and guidelines provided by the NLO to the candidates in 2010 (as amended) be utilized to develop a regulation formalizing the election process for the National Commander and National Vice Commander.

17  ECI 13 be approved as an RCLS/COS equivalent for cadets needing RCLS/COS for the Eaker Award upon Wing Commander approval on a case- by-case basis and administered by NHQ

18 Proposed NEC Action That the National Executive Committee direct the National Staff and NHQ cadet programs teams to develop a “correspondence course” option to serve as an equivalency to RCLS and COS for cadets striving to earn the General Ira C. Eaker Award; and, that such an option be ready for cadet use no later than 1 October 2011.

20 Proposed NEC Action That the National Executive Committee approve changing CAPR 190-1 to allow PAOs at all levels to compete for the Payton Award starting in 2012.

21 Agenda Item 7 Civil Air Patrol Public Affairs Awards Program Col Chazell

22 Proposed NEC Action That the National Executive Committee authorize implementation of the Maj Howell Balsem Exceptional Achievement Awards as follows: The Maj Howell Balsem Exceptional Achievement Awards recognize excellence in ten major categories of the CAP Public Affairs Program as listed (See chart):

23 Proposed NEC Action The Balsem Awards are judged by a panel of public relations practitioners with expertise in the various categories who are not associated with Civil Air Patrol. The awards program is administered by a committee of PAOs headed by the National Public Affairs Team Leader and the NHQ Deputy Director, Public Affairs. At least two judges are selected annually in each of the eight categories and the winners are selected based solely on the judges’ view of each entry’s creativity and overall effectiveness, with emphasis on following the four-step planning process.

24 Proposed NEC Action The judges may award a first-place Balsem Award, second- place Award of Excellence and third-place Certificate of Merit for each of the 34 categories, OR the judges may opt to not present an award in any category. More than one first-, second- and third-place award may be selected, as the judges deem appropriate. All awards are NHQ generated certificates that will be mailed to each award winner’s wing commander for presentation at an appropriate time. Winners will also be announced via a news release.

26 CAP Command Patch CAP Command Patch Not in the current CAPR 900-2, but use as a uniform item is outlined in CAPR 39-1 - The Command Patch will be in the updated CAPR 900-2 Guidelines in the updated CAPR 900-2 will allow the command patch to generally be used on: - Corporate vehicles, if directed by CAPR 77-1 and any other directive or policy letter as issued. - Corporate aircraft, if directed by CAPR 66-1 and any other directive or policy letter as issued. - CAP-owned equipment (base station radios, handheld radios, DF equipment, etc.) as prescribed by CAPR 174-1 and any other directive or policy letter as issued.

27 Official Seal Official Seal Use and guidelines outlined in CAPR 900-2 May generally be used on: - Corporate vehicles and CAP-owned equipment - All official CAP publications, web pages - All official invitations, greetings, and programs - Stationary and CAP Business cards of any CAP unit or authorized committee - Membership cards issued by National Headquarters - Signs identifying CAP units at all levels - Posters and other informational or recruiting materials issued by National Headquarters

28 Official Seal CAPR 900-2 Guidelines Official Seal CAPR 900-2 Guidelines 1) Corporate vehicles as prescribed by CAPR 77-1 and any other directive or policy letters as issued. 2) CAP-owned equipment (base station radios, handheld radios, DF equipment, etc.) as prescribed by CAPR 174-1 and any other directive or policy letter as issued. 3) All official CAP publications (through squadron level). 4) All official CAP web pages (through squadron level). 5) Official invitations, greetings, and programs at national, regional, and wing levels. 6) Stationery of any CAP unit or authorized committee. Civil Air Patrol units below regional level are encouraged to use their wing shoulder patches on unit stationery. These may be used with or without the CAP seal. The name of the commander or the committee chair may appear on such stationery only during the period when the named individual holds such office. The CAP seal, if used, is always placed on the left side of the stationary with the other graphic placed on the right. 7) Membership cards issued by National Headquarters. 8) Signs identifying CAP units at all levels. Ensure that signs are attractively painted and well maintained. 9) Posters and other informational or recruiting materials issued by National Headquarters. 10) Civil Air Patrol business cards, using the member’s official CAP duty title.

29 Emblem Emblem Use and guidelines outlined in CAPR 900-2 May generally be used on: - Corporate aircraft and member-owned vehicles - CAP-owned or privately-owned equipment - Posters and other items used in CAP displays - All official CAP web pages - Official invitations, greetings, and programs - All official CAP and personal stationary, signs, and business cards, and unit informational materials - Wing certificates and scrolls - Insignia, jewelry, and similar articles

Such approval will be granted only where its use would reflect favorably upon CAP. 3) Privately-owned equipment. 4) CAP-owned or privately-owned equipment where use of the CAP seal is not authorized. 5) Posters and other items used in CAP displays. 6) All official CAP web pages (through squadron level). 7) Official invitations, greetings, and programs at National, regional, and wing levels. 8) All official CAP and personal stationary, signs, and business cards. 9) Unit informational materials. 10) Wing certificates and scrolls. 11) Insignia, jewelry, and similar articles when specifically authorized by NHQ CAP/PM.
