November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Motivation of this workshop …how to safeguard biodiversity … how to achieve real cooperative research which will yield a benefit for all involved partners

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources BMBF-project funding given as an example The following slides will give an example – project funding in cooperation with developing countries. Biodiversity research as part of the German Global Change research (Research for sustainability)

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources International links of the German biodiversity research

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Characteristics of the application oriented research Not commercial oriented but oriented to achieve results which should find the way into practice (no „pure“ basic research) Capacity building Close partnerships Organized data management Common publications Benefit for the local people

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Current Funding by BMBF Funding of the programmes BIOLOG, BioTeam, Mata Atlântica, GBIF-D Budget: about 16 Mio € /annum Cooperation with developing and megadiverse countries: Benin, Brazil, Burkina Faso, Chile, Ethiopia, Equador, Ivory Coast, Kenya, Namibia, Rep. South Africa, Uganda

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Best preconditions: Trustful cooperation !!! - at the level of the involved scientists - at the governmental or regional level

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Best preconditions (2): How to meet the national biodiversity action plan and the national necessities of the partner country? - Participatory project planning - Close dialogue between the funding agency and decision makers within the partner country. (visits, WTZ) - Close dialogue between all involved scientists

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Best preconditions (3) Within a current initiative which is funded by the EC (ERA-Net Biodiversa, www.Eurobiodiversa.org) a dialogue has been started between the european funding agencies to develop best practice methods for the funding of projects with developing countries

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Project funding conditions (1): Part of the BMBF funding contracts (CBD-conform; Bonn-guidelines) Publications: All project reports in English/French language A synthesis report has to be distributed also to the stakeholders Scientific publications together with the cooperating country scientists

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Project funding conditions (2): Data management: Full transparency and data exchange by operating a common data base on the basis of a signed data protocol. (see BIOTA within BIOLOG) Access to the data by the partner country

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Project funding conditions (3): General rules: To accept the CBD guidelines Further instruments for BMBF /PT: (WTZ, Visits, common symposia, etc)

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Reality (1)

November 8 – 10, 2005, Bonn, Dr. Lothar Quintern BfN Workshop on Access and Benefit Sharing of Genetic Resources Reality (2) WTZ Scientific / technological cooperation contracts between the governmant of Germany and other countries do not guarantee the realisation of a successful research project
