5 Tribal owned businesses & DBE Certification For Control, disadvantaged individuals (not Firm owners) must have operational and managerial control (CEO, board members, officers, etc.) These individuals do not have to be tribal members, but do have to belong to a group the DBE recognizes as disadvantaged These disadvantaged individuals must complete the Personal Financial Statement and meet the personal net worth requirement NAICS codes are assigned based on these disadvantaged individuals technical knowledge and expertise (not Firm owners). 5 Diversity Works in Washington
