LP: first control and validation (eligibility, action, category…). PP Certifying Body audits and validates expenditure. LP Certifying Body audits and certifies expenditure. PP must send all pieces of evidence: invoices, tickets, payment documents…

5. PROJECT PART-FINANCED BY THE EUROPEAN UNION Urbact II – Financial management Certifying Body? First level control of expenditure: Compulsory. Must be an independent auditor. Must be clearly identified and approved by MS –If country has a decentralised control system: PP makes the proposal + MS must approve. – If country has a centralised control system, PP must identify the officially responsible body.

National authorities may establish their own criteria… Contact your MA or ask your Certifying Body! Only effectively paid costs may be declared Personnel costs must be real costs. They may include social charges, but no overhead costs.
