Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org Excerpts from H.B. 244 Legislation Relating to TKES/ LKES [Section 2] …Such evaluation results shall also be used to provide high- quality, job embedded, and ongoing mentoring, support, and professional development for teachers, assistant principals, and principals, as appropriate, aligned to the teacher’s, assistant principal’s, or principal’s needs as identified in his or her evaluation… [Section 6] This act shall become effective on July 1, 2014, and shall be applicable beginning in school year 2014-2015. 10/6/2015 3

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org TKES/LKES GaDOE Training Type of Training Funding Guidance TKES Overview LKES Overview Travel reimbursements for School Principals and Assistant Principals. Travel reimbursements for Instructional Personnel who will take an active part in training other district personnel. There are no associated registration or material costs. 3 Day TKES 1 or 2 Day LKES Travel reimbursements for School Principals and Assistant Principals. Travel reimbursements and substitute costs for Instructional Personnel who will take an active part in training other district personnel. Materials that are used in the course of the immediate professional learning are allowable. There are no associated registration or material costs. 10/6/2015 6

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org TKES/LKES External Training Type of Training Funding Guidance LEA Led Training Led by LEAs Stipends may be provided to trainers and attendees leading and attending outside of contract hours. All components of the training must be allowable and may not include district led credentialing. External Vendor Training Led by External Vendors As all the research related to TKES and LKES belongs to the Georgia Department of Education, and as the Department has not authorized non-GaDOE employees to be state trainers, training by external vendor or across LEAs is not allowable at this time. 10/6/2015 7

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org TKES/LKES Additional Funding Type Funding Guidance Personnel Title II, Part A funds may only subsidize the portion of personnel salaries that are allowable by Title II, Part A. As this relates to TKES/ LKES, only personnel who actively train are eligible to have part of their salaries subsidized and only the amount that proportionally corresponds with the time spent in preparing and delivering professional learning. District coordination of implementation is not considered an allowable expense. Materials At this time, technology and other equipment may not be purchased by Title II, Part A in support of TKES/ LKES. 10/6/2015 8

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org Teacher & Leader Keys Effectiveness Systems In General Trainings must be included in an LEA’s Needs Assessment and Budget. LEAs should maintain all necessary supporting documentation to justify expenditures. Funding for training is determined by who provides the training. Funding must supplement rather than supplant. LEAs who have previously used RT3 funding may use Title II, Part A. LEAs who have previously used state or local funding may not use Title II, Part A. Expenditures must be reasonable, defensible and necessary. Trainings are offered regionally, and in some circumstances, locally. 10/6/2015

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org Excerpts from H.B. 244 Legislation Relating to Student Learning Objectives (SLOs) [Section 2]…evaluation system shall use multiple measures, prioritizing growth in student achievement. (B) For teachers of record who teach courses not subject to annual state assessments, growth in student achievement shall be assessed through measures of student achievement growth developed at the school system level and approved by the Department of Education. When sufficient data becomes available from the department to calculate student achievement growth measures, such measures of student achievement growth shall count for at least 50 percent of the evaluation, using student growth and academic achievement measures developed by the school system in a process approved by the State Board of Education. [Section 6] This act shall become effective on July 1, 2014, and shall be applicable beginning in school year 2014-2015. 10/6/2015

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org SLO GaDOE Training Type of Training Funding Guidance GaDOE SLO Overview Purpose/ Topic: The overview covers information on the function and purpose of Student Learning Objectives and the recommended processes for implementation. Length: Half Day or Customized Trainings Timeframe: Offered year round to cohorts 3 and 4 Location: Offered at RESAs and LEAs Audience: The primary audience for this training is cohorts 3 and 4. Participants may include central office staff leading SLO implementation, school administrators, curriculum specialists, lead teachers, department chairs and, in some instances, teachers. Materials: None Required Funding Guidance: Stipends (if off contract) and travel reimbursement for school principals, and assistant principals and teachers. Substitutes for teachers. Travel reimbursement for instructional personnel in districts who will take an active part in training other district personnel. 10/6/2015 13

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org SLO GaDOE Training Type of Training Funding Guidance GaDOE SLO Orientation Purpose/ Topic: The orientation is designed to be informational in nature and to actively lead participants through the process of planning for implementation. o Day 1 Guides participants through how to develop an action plan, how to implement efficiently, and how to identify courses for development. o Day 2-3 Walk through resources, writing statements, using data to determine targets (school level) Length: Three days (spread across calendar year) Timeframe: November – August Location: Offered at RESAs and LEAs Audience: Any cohort with a primary focus on Cohort 3. Participants may include o Day 1 – central office staff leading SLO implementation, school administrators, curriculum specialists, lead teachers, department chairs, and content experts (teachers) o Days 2 and 3 – curriculum specialists, lead teachers, department chairs, and content experts (teachers) Materials: Computer Access Funding Guidance: Stipends (if off contract) and travel reimbursement for school principals, and assistant principals and teachers. Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org SLO GaDOE Training Type of Training Funding Guidance GaDOE State Item Development “Content Weeks” Purpose/ Topic: Training in content weeks is designed to develop sustainability at the LEA level. It also focuses on what makes a quality assessment item, the characteristics of DOK, and how to develop balanced assessments, performance based assessments and rubrics. Length: Three Days Timeframe: Fall – Spring Location: Offered at RESAs and LEAs Audience: This is open to any cohort. Participants may include teachers, content specialists in LEAs that have courses in which SLOs are not developed yet. Materials: Computer Access Funding Guidance: Stipends (if off contract) and travel reimbursement for school principals, and assistant principals and teachers. Substitutes for teachers. Travel reimbursement for instructional personnel in districts who will take an active part in training other district personnel. This training must be pro-rated. Based on the current course design, only certain activities are eligible for funding. Only core teachers are eligible for funding as the focus is on content rather than general best practices. 10/6/2015 15

Barge, State School Superintendent “Making Education Work for All Georgians” www.gadoe.org SLO External Training Type Funding Guidance Trainings LEA Led External Vendors Training Led by LEAs Funding Guidance: Training (agenda components) must be allowable and improve the knowledge of teachers and principals and, in appropriate cases, paraprofessionals, concerning effective instructional practices and that provide training on how to understand and use data and assessments to improve classroom practice and student learning. Best Practice Focus: Stipends (if off contract) for school principals, and assistant principals and teachers. Substitutes for teachers. Content Focus: Stipends (if off contract) and substitutes for core teachers. Materials that are used in the course of the immediate professional learning. Training Led by External Vendors Funding Guidance: LEAs may not contract with external vendors to provided GaDOE SLO training. LEAs may fund external vendors who provide research-based training on student learning objectives that is not specific to implementing the SLO component of TKES. 10/6/2015 16
