SERA DRAFT GUIDELINES Appendices A.Default EUL Table (Excel) B.Quality Categories C.Summary Worksheet (Excel) D.Guidelines Checklist (Excel) E.Bibliography / Adjustment Sources F.Best practices for EUL from primary data G.Best practices for behavioral EUL H.Bibliography / references 6 Guidelines 1.Background, purpose 2.Guidelines for Analysis of EULs 1.Identifiers 2.EUL Identification 3.Data sources 4.Analysis to develop / maintain EULs 3.Documenting EULs 1.Default table & not 2.Data Sets 3.Summary Workbook 4.Guidelines Checklist

SERA EUL SUMMARY SHEET & CHECKLIST (UNDER SEPARATE COVER)  Summary Sheet: summary of… Walk down sources for base value; documentation, quality level note Walk down possible adjustments – include / exclude / justify Compute any adjustment factors / apply to base if justified Document / recommend / note EUL Sunset criteria if any Checklist completed  Guidelines Checklist: documents guidelines followed … Yes / no for each 3 rd level heading in the guidelines Summary form completed 7

SERA EUL GUIDELINES  Terms / definitions (1.2)  Measure specification / attributes (2.1)  EUL identification (2.2) (columns of the default EUL table) Contributing factors substantially affecting EUL are included in analysis (2.2.1) Contributing factors not applicable to the measure are not included in analysis (2.2.2)

SERA EUL GUIDELINES  Data sources (2.3) Info from default table is used, where applicable (2.3.1) Data sources for EUL values appropriately reflect measure and are well-documented (2.3.2) Data sources for adjustment factors appropriately reflect measure and are well-documented (2.3.3) (with listing of items for consideration)

SERA EUL GUIDELINES  Analysis to develop and maintain EULs (2.4) Analysis methods using secondary data are appropriate to the measure and databases (2.4.1) Primary data analysis should be conducted to industry standard, where feasible (2.4.2)

SERA EUL GUIDELINES  Documenting EULs (3.0) – Summary sheet as a tab in Measure (Assessment) workbook – usually default table; other cases include review of secondary sources or derivation with adjustments – and documentation Analysis (3.1) – For measures in the Default EUL Table, the analysis for each EUL and adjustment is transparent and made readily available (3.1.1) For measures not in the Default EUL Table, the analysis for each EUL and adjustment is transparent and made readily available. (3.1.2)

SERA EUL GUIDELINES  Data Sets (3.2) The dataset(s) for adjustments or for derivation of EULs not included in the Default EUL Table are provided in the Measure (Assessment) Workbook, or otherwise made readily available (3.2.1) Include datasets (pre/post), description of data cleaning. If datasets not amenable to inclusion in Measure (Assessment) Workbook, included on RTF website (NOT URL to another site)

SERA EUL GUIDELINES  RTF Measure EUL Summary Worksheet (3.3) – must be completed (3.3.1) Inventories: measure definition / class ID of starting value / source; associated quality level Contributing factors included & excluded / justification for exclusion; ID included factors computed Sources for data for EUL and adjustments – and datasets and adjustments made Analysis method, resulting EUL estimate, adjustment factors, and how applied Rationale for analysis method, data sources selected Documentation of analyst Notes on any EUL sunset conditions

SERA EUL GUIDELINES  Checklist and Appendices EUL Guidelines Checklist must be completed. (3.4.1) Appendix B – Quality label table (include) Appendix E – Bibliography of sample sources for adjustment factors (existing literature) Appendix F – Methods for developing EUL from Primary data or assessing EUL report from primary data Appendix G – Methods for Behavioral savings EULs Appendix H – Bibliography / references

SERA EUL GUIDELINES  Walk through: A) Default EUL Table; C) Summary Worksheet; and D) Guidelines Checklist Template – Mark’s example  Discussion and questions

SERA EUL DEFAULT TABLE (UNDER SEPARATE COVER) 16

SERA EUL SUMMARY SHEET (UNDER SEPARATE COVER) 17

SERA EUL CHECKLIST (UNDER SEPARATE COVER) 18

SERA RTF DISCUSSION & QUESTIONS  Thanks to subcommittee !

SERA EUL GUIDELINES  Recommended Motion for Adoption The RTF adopts the Measure Life Guidelines as operational and advises staff to forward the guidelines to the Policy Advisory Committee for review.
