8 A county leader for parent engagement leads county-level partnership programs, models appropriate partnership behaviors, and assists school districts to help them strengthen their district-based programs and practices of parent and family engagement. Research shows that: When county leaders provide training and facilitation to school districts’ Action Teams for Partnerships, the districts  have higher quality partnership programs, and  address more challenges to involve all families, including those who are typically “hard to reach”.
