2. Issue  With rising material and construction costs and declining funding it is essential that ODOT’s Highway construction and maintenance programs ensure that all available dollars are directed to activities and projects which optimize the Highway System condition as a whole.

4. 1R Program Components  Annual bucket for preservation projects requiring only a single lift of paving.  Anticipated savings from developing projects under 1R standards (currently set at $7M/year) would be used to address substandard priority safety features.
