Assistant Secretary of the Army (Installations, Energy & Environment) Army has useful experience from previous ‘Municipal Services Partnerships’: o Presidio of Monterey/ City of Monterey, CA (NDAA 1995, Sec 816) —Provision of full breadth of municipal services Result: $1.5M saved annually, improved service GA (NDAA 2005, Sec 325) o Fort Gordon/City of Augusta,GA (NDAA 2005, Sec 325) – Water and Wastewater treatment Result: Avoided ~$7.3M in capital costs; $47K annual savings; better utility system redundancy; and increased reliability o Fort Huachuca/City of Sierra Vista, AZ (NDAA 2005 Sec 325) – Library services Result: services improved; saving $300K/year Army gathering information on known and emergent partnership opportunities. Army strategy is to use a common and deliberate approach to provide all installations/sites the tools and lessons learned for success. Developing guidance for installations/sites on Partnerships and enthusiastically look forward seeing the resulting benefits Intergovernmental Support Agreements Public-Public Partnerships
