Orange County CIP REQUEST OVERVIEW
10
Historical Perspective- Past Prior to 1982- Lever Machines 1982- First Florida County to purchase Precinct-level Optical Scanners 1992- County purchased current voting equipment 2005- County purchased Touchscreens to meet Disability Laws
11
Present Orange County’s voting equipment consists of: 304 Precinct-level Optical Scanners (Optech 3PE) 300 ADA compliant Touchscreens for Precincts and Early Voting 150 Touchscreens (Non-ADA for Early Voting) 4 High Speed Counters for Absentee Ballots (Optech IVC)
12
HB 537 Passed on May 3, 2007 and signed by Governor Crist on May 21, 2007 Precinct-level Optical Scanners Statewide ADA compliant Touchscreens for Precincts and Early Voting - No requirement for paper trail on Touchscreens Optical Scanners at all Early Voting Sites Post-Election audits of one to two percent of Precincts by hand
13
Our Future- Why Now? ES&S will not support the Optech line of equipment (our current equipment) after 2008 Early Voting Issues - Florida’s Results by Precinct Law (2005) - Volume of ballot styles needed (954 current estimate) - Choice between Pick & Pull or Ballot-On-Demand - Current software capacity about 50 ballot styles - Need additional Scanners (none available) Growth in Absentee Ballot usage necessitates additional High Speed Counters
14
Our Future- Solution ES&S’ new DS200 Digital Scanner for Precinct-level And Early Voting Explore Ballot-On-Demand software and printers At least one ADA Touchscreen per Precinct and Early Voting Site
15

17
Our Future- Requested Action In 2005, the Orange County Voting Equipment Committee reviewed voting systems available in Florida in regard to ADA accessibility. The Committee recommended the ES&S iVontronics and Unity Software which were compatible with our Optical Scan System. The situation is now reversed. With our ADA Touchscreen investment of 2005, we should sole source this purchase in order to maintain our Touchscreen and Unity Software purchase. “County Certification” due June 30, 2007 - Orange County accept State Grant Funding - Ten Optical Scanners for Early Voting - Ballot-On-Demand Funding - Opt out of State disposition of our Non-ADA Touchscreens - Orange County commits to Ballot-On-Demand at Early Voting
