4 General Updates State is working with Centers for Consumer Information and Insurance Oversight (CCIIO) to finalize an agreement outlining roles and responsibilities of each entity in the State Partnership Exchange. The Exchange project is in the final stages of selecting a communications vendor for the Exchange. The vendor will be a subcontractor to the Exchange’s main consultant, Public Consulting Group. The vendor will be conducting market research, developing a strategic communications plan, and implementing the approved plan with production scheduled to begin in May 2013. The Exchange project team continues to make significant progress developing detailed work processes to support plan management and consumer assistance management. 4

5 MPA Procurement State issued the Request for Proposals for Marketplace Assister entities in early February 2013. Six organizations were represented during the optional pre-bid meeting. 33 questions were received, both in writing and in person. Bid opening occurred on March 6 th at 11am. Six responses were received. A multi-agency evaluation committee reviewed the responses, and procurement at DHSS is currently scoring the evaluations for award. 5

6 MPA Training Development The State expects all consumer assistance personnel operating in Delaware to complete State-specific training as a requirement of certification. To facilitate ease of use, the State is in the final stages of evaluating online training options and appropriate supporting protocols. PCG is working with the Department of Insurance, Division of Medicaid and Medical Assistance, and Division of Social Services to finalize content for programmatic training modules this month. Development of training content is a coordinated effort with our federal partners, who will be developing content specific to the Federally Facilitated Exchange. All trainees will be required to successfully complete an exam on programmatic training content prior to certification. 6

7 Small Business Outreach 7 The Exchange project team is working with the Offices of Senators Carper and Coons to further development of a small business outreach and education strategy. The Senators’ staff have requested materials from our federal partners to facilitate the process, including guidance on calculators to support business decision making and budgetary planning. The team is working to schedule a series of webinars and workshops to support small businesses and will advertise such meetings through press releases, the HCC website, and email blasts as they are finalized. The team is also developing an agent/broker workshop and will announce the date, time, and agenda for that workshop through the DOI.

8 Report on Issuer Workshop The Exchange project team hosted a workshop for the State’s health insurance issuers on February 21, 2013. Highmark, Coventry, and Aetna participated along with representatives of national insurance organizations. Exchange team members reviewed QHP certification criteria, essential health benefits (EHB) benchmark information, and other updates to the issuer application process. 9 Navigator Information The Federal government is expected to release a Navigator proposed rule in the coming weeks. The funding opportunity announcement (FOA) for Navigator grant opportunities is expected to follow. The Center for Consumer Information and Insurance Oversight (CCIIO) suggests that individuals and organizations interested in pursuing Navigator grant funding should begin reviewing and understanding the federal grant process now so that they are prepared for when the FOA is released. 9
