1
PHYTOSANITARY TREATMENTS FOR REGULATED PESTS Overview Steward: Narcy Klag
2
Scope of the standard Method to submit and evaluate phytosanitary treatments International approval of these treatments to be used by NPPOs Efficacy of treatment is stated No obligation is created
3
Value of Approving Treatments Provide a compilation of appropriate post-harvest treatments for phytosanitary use Harmonize the use of treatments Means of cataloguing alternatives for methyl bromide treatments
4
Criteria for treatments Different types of treatments Considering other factors such as the effects on: –human health and safety –animal health –the environment – commodity quality
5
General Requirements for Treatments Efficacious and documented Statistically sound Level of efficacy should be stated How it is used should be stated (e.g. part of a systems approach Applicable to use in international trade
6
Other Requirements Summary information (ANNEX 2) Efficacy data including information on the pest, commodity/regulated article, experimental parameters and operational conditions. Information on commercial feasibility and applicability.
7
Prioritization (ANNEX 1) Factors include: alternative treatment to methyl bromide value/volume of trade affected relevance and value to another ISPM linked frequently to a trade issue relevance and utility to developing countries emergency need long term benefits treatment could be deferred or rejected applicability to a wide range of commodities and pests.
8
Main factors for the evaluation of data (ANNEX 1) Technical Panel on Phytosanitary Treatments (TPPT) will evaluate: Completeness of information Efficacy data submitted Technical and commercial feasibility
9
Other factors for the evaluation of data (ANNEX 1) TPPT will evaluate: Expertise of researchers If data has been published Availability of experts to evaluate data If researchers used quality assurance programs
10
Requirements for Submission of New Treatments (Annex 2) Endorsed by an NPPO and submitted by an NPPO with a contact person and information listed A description of the treatment (type, commodity, pest, schedule, etc.) A description of the treatment (type, Reason for the submission
11
Outcome of Evaluation TPPT will recommend treatments to the Standards Committee who in turn will recommend them to the Commission on Phytosanitary Measure. The CPM will approve the treatment and in will be entered into Annex 1 of the standard OR The treatment can be returned for further work at any stage
