GSP before DOE is contracted. PP uploads PDD.-> full digitization -RIT: Current forms based on VVM, evolved from IETA, currently a lot of copy and paste from PDD, language often loose, this causes request for review, change should not be done now due to end of KP1 -PD: Target: process should be as easy as online tax form, recommends the German EU ETS software, online interaction with DOE, Simple, access from everywhere, traceable, safe
