2 Concept The Operations and Information Technology (OIT) Training will be delivered to mid and upper level management of the agency, unit or organization engaged by OTA for the purpose of technical assistance and training to combat financial crimes, to include money laundering and terrorism finance. 3 3 Context The use of technology in the form of software and hardware tools, has been an increasingly important part of effective efforts to combat financial crimes. The maturity and diversity of software available to FIUs and other law enforcement agencies, has changed considerably over a very short period of time. Reliance on the private sector to provide IT solutions, and speed at which technologies are being developed, leaves agency management at a disadvantage when it comes to making “educated” decisions when considering / acquiring IT solutions. 4 4 Justification In nearly every case where OTA Advisors perform assessments and technical assistance is offered, there is a recognized need for the application of information technology as a tool to support operations, analysis, detection and prevention of financial crimes, transparency in financial transactions and systems, etc. The purpose of the course is to improve the capacity of the decision makers within the agency, unit or organization, engaged by OTA, to understand the relationship between technology and their operations, procedures, and work products.
