serves to focus ISR support for monitoring enemy, adversary, or other activities outside

The Area of Influence consists of the SPODs and APODs in Northeast Luzon; the sea/land/airspace of Lacuha Island province where the adversary, Nuvarian Armed Forces has threatened to invade because of its rich natural gas resources located in its South basin and Taklubu reef; it extends up to the Devora Island which is part of Nuvaria, where the Nuvaria Naval Fleet is currently undergoing war gaming exercises; Devora is MOL 400 nm from Lacuha island.
An area of influence is a geographical area wherein a commander is
directly capable of influencing operations by maneuver or fire support systems normally
under the commander’s command or control. The area of influence normally surrounds

The Joint Operational Area (JOA) is the land/sea/airspace fo Lacuha island province; bounded by the 200nm EEZ at the east, the north and the south; and the contagious and territorial waters at the west of the said island province which covers also the northeast portion of North Luzon where SPODs and APODs are located; (Ref: UDP Aguimat)

Intensify information dissemination of friendly forces activities in the JOA
Conduct offensive EW
Conduct defensive EW
Conduct cyber attack against NAF information system
Prevent the enemy forces from disrupting friendly forces communications

44. IO Support Concept Phase 4 – Reorganization and Consolidation
- Disseminates the JTF NOLCOM rehabilitation efforts
- Support the stabilization activities/ efforts of the government to bring back normalcy in the area
- Assess IO strengths and weaknesses

45. CMO Support Concept
Purpose: to conduct CMO activities that will win the support of the populace and break the will to fight of the enemy
Method: Public Affairs (PA), Information Support Affairs (ISA), Civil Affairs (CA)
End State: bring back normalcy in the AOR

46. CMO Support Concept Phase 0 – Transition to Territorial Defense
Plan for the JTF NOLCOM CMO support concept
Develop themes and messages in support to JTF NOLCOM operational activities
Plan for CMO refresher training activity for all CMO operators in coordination with all concerned 7’s of all the units under NOLCOM

47. CMO Support Concept Phase 1 – Reorganization and Mobilization
Organize CMO Team to support JTF NOLCOM
Conduct CMO refresher training
Develop linkages with stakeholders in the area
Educate JTF NOLCOM personnel on social, political, cultural and religious sensitivities in the area

48. CMO Support Concept Phase 2 - Deployment
Augment CMO Team to operating troops
Intensify messaging and counter messaging adversary propaganda
Coordinate with LGU / LGA re CMO activities particularly on CA
Coordinate with tri-media re PA activity
Utilize Quad-media relative to all CMO activities

49. CMO Support Concept Phase 3 – Show of Force Operations
Conduct massive ISA activity focusing on the legitimacy of the actions of the nation
Maximize utilization of Quad-media relative to ISA activities
Coordinate LGU / LGA for the conduct of MEDCAP to affected areas

50. CMO Support Concept Phase 4 – Reorganization and Consolidation
Recall operators for the future activities
Conduct post operations survey on target audience analysis
Assess CMO strengths and weaknesses
