2 OVERVIEW OF CCDBG LAW On November 19, 2014, President Obama signed the Child Care and Development Block Grant (CCDBG) Act of 2014 into law. This reauthorizes the child care program for the first time since 1996 and represents a historic re-envisioning of the Child Care and Development Fund (CCDF) program. The new law makes significant advancements by defining health and safety requirements for child care providers, outlining family-friendly eligibility policies, and ensuring parents and the general public have transparent information about the child care choices available to them. © 2013 Child Care Aware ® of America2

3 CCDBG 2014 Act Contd. CCDBG funding is the primary grant providing child care assistance for families. At least 4 percent of CCDBG funding in each state must be used for activities to improve the overall quality of child care for all children within a community. The 2014 reauthorized law has improvements in several areas, including but not limited to the following: –Background checks –Health & Safety standards –Consumer education –Family Engagement –Disaster Preparedness © 2012 Child Care Aware ® of America3

6 Overview of State Licensing & Regulations November 2016- states must have polices and practices in place to monitor all providers offering CCDBG services, including license-exempt. Licensed Child Care  State must certify that it has licensing requirements and describe how they are enforced.  Providers must be inspected at least once to comply with health, safety, and fire standards  Must subject to at least one unannounced, annual inspection.  Inspectors must be qualified and received related training.  States must ensure a sufficient ratio of licensed inspectors, License-Exempt Child Care  License-exempt providers must be subject to annual inspection for compliance with health, safety, and fire standards.  States must provide information/ explanation on how license-exempt providers do not endanger the health, safety, and development of children. © 2012 Child Care Aware ® of America6

8 CCDBG Regulations--California California’s Current State Policy CA does not meet the following new CCDBG requirements:  Comprehensive background checks prior to hiring staff for both licensed and licensed-exempt child care centers and homes (including family homes).  Annual, unannounced inspections of for licensed providers for child care centers and family child care.  Publishing full inspection reports online. CA meets the following new CCDBG requirements:  One pre-licensure inspection for licensed providers in both child care centers and family child care.
