Project objective - creation of the knowledge network on energy efficiency and elaboration of the mechanism of the direct transfer of the best practices of energy-saving primarily in the construction sector within the network of cities within the Turku process. Long-term objective – development of the trans-border green energy- and resource-saving cluster, matching common standards of energy saving in the Baltic Sea Region including companies from different industries, city authorities and economic and engineering universities and scientific institutions.

Main principles of the Project support its objectives: The Triple Helix principle. Networking, including virtual part (“cloud computing”) and personal interaction, leading to the convergence of business practices and humanitarian values at the very end. Principle of the common environment formation. Principle of clustering on the basis of modern green technologies, mutual trust and co- creation.

Project steps: I.Assessing energy-saving needs, existing strategies and projects for transferring the best practices and bringing them into action. II.Creation and management of the common IT-platform “Virtual cloud of energy-saving solutions”. Creation of a common database for innovators, investors, city authorities and academia, their needs, requirements and expectations in the sphere of energy-saving in the big city. III.Interactive seminars for Saint-Petersburg companies-innovators and utilizers of energy-saving techniques and technologies in Turku and Hamburg. IV.Turning virtual partnership through the IT-platform and practical examples into the real trans-border cluster of green technologies including at least one international chain of production of energy- saving solutions.

Roles of participants of the Project City authoritiesProvision of the information on the experience of interaction of the City authorities with businesses on energy-saving solutions and needs of the best practices, for the purposes of the Project. Organization of conferences and official meetings Chambers of Commerce (businesses) Representing the pool of companies which are in need of energy-saving solutions and best practices and companies with the experience of energy-saving, ready to cooperate. UniversitiesProvision of the analysis of the energy-saving strategies of three cities on the official and business levels, search for the environment for the transfer of best practices and gaps in legislation, procedures and business cultures for turning knowledge on energy-saving into practice. Working out of methodology of “Regional energy barometer” as a toolkit for future monitoring of the levels of energy- savings in three cities. Participation in interactive seminars for Russian companies. Centrum Balticum Foundation General coordination of partners, organization of working group meetings, technical assistance.

Specifics of the KNIGHT Project: Identification and matching common needs of all cities within the Turku process Unique combination: Green technologies + IT platform as the cloud of solutions + convergence of values in the BSR Wide sustainable network formation (B+G+U) within the Turku process (community) Combination of concrete solutions and raising awareness
