State Bank pour more capital into interbank system The State Bank of Viet Nam announced it would inject additional capital with longer terms into the interbank open market system.  The pronouncement immediately helped lower interbank rates from 21-22% to 15-19% per year. 2. Interest rates fluctuate in week Following the State Bank of Viet Nam’s decision to increase the basic interest rate by 1% per annum (7%  8%) on November 11.  Commercial banks started paying depositors a higher rate of 12%~13% from the previous 11%.
