Vision We envision that every victim of human trafficking is identified and provided access to the services they need to recover and rebuild their lives through the creation of a responsive, sustainable, comprehensive, and trauma-informed victim services network that leverages public and private partners and resources effectively. 4

Why is This Open for Public Comment? To provide an opportunity for stakeholders and experts within the anti-trafficking field, and civil society at large, to: Make recommendations to strengthen the Plan Suggest additional items that can be accomplished through collaboration with states, tribes, and local communities or partners 6

Criteria for Helpful Input Comments and recommendations should be: Aligned with the stated vision and goals of the Plan Aligned with the stated values and principles of the Plan Specific and actionable within 5 years Measurable and identify implementing entities 7
