Vision We envision that every victim of human trafficking is identified and provided access to the services they need to recover and rebuild their lives through the creation of a responsive, sustainable, comprehensive, and trauma-informed victim services network that leverages public and private partners and resources effectively. 4

6. Why is This Open for Public Comment? To provide an opportunity for stakeholders and experts within the anti-trafficking field, and civil society at large, to:  Make recommendations to strengthen the Plan  Suggest additional items that can be accomplished through collaboration with states, tribes, and local communities or partners 6

7. Criteria for Helpful Input Comments and recommendations should be:  Aligned with the stated vision and goals of the Plan  Aligned with the stated values and principles of the Plan  Specific and actionable within 5 years  Measurable and identify implementing entities 7
