WINNING IN THE TOUGH DISTRICTS Hillary has won far more competitive House districts than Sen. Obama. Hillary is the strongest candidate to top the Democratic ticket in tough districts in November.

In 2006, the Democrats retook Congress by picking up 31 new seats. WINNING IN THE TOUGH DISTRICTS 20 of those freshman Democrats are in Republican- leaning districts that voted for President Bush in 2004. These freshmen need a nominee who can compete in their tough districts.

Of those 20 districts, Hillary has now won 16, most by large margins. In Indiana, she won by 40 points (70-30). Excluding caucus victories, where turn out is significantly lower than in primaries or general elections, Sen. Obama has won only 23. Hillary has also won 10 of the 15 districts rated “toss up” for 2008 by the Cook Political Report. Sen. Obama has won only 4.
