5 But new gaps are emerging … Broadband prices are 10x higher in low- income than high- income economies –In 9 low-income countries, prices per 100 kbit/s are above USD500 per month –In Japan and Korea, prices are below USD0.10 per month –33 African economies do not have broadband Source: ITU/UNCTAD/KADO Digital Opportunity Platform.

8 Threats in cyberspace Inherited architecture of the Internet was not designed to optimize security Constant evolution in protocols and algorithms Introduction of Next-Generation Networks (NGN) Convergence among ICT services and networks Network effects – risks far greater Possibility of anonymity on the Internet Internationalization requires cross-border cooperation
