Element 1: frequency bands n Bands within the scope of the RRC-04/05: 174 – 230 MHz 470 – 862 MHz n BC/BT bands out of the scope of RRC-04: 47 – 68 MHz (governed by ST61, GE89) 87.5 – 108 MHz (governed by ST61 and GE84) 162 – 174 MHz (MRC, as per 5.229) 230 – 238 MHz /246 – 256 MHz (governed by No. 9.21 and GE89) 862 – 960 MHz (allocation available for ABA)

4. Element 2: Planning area n Parts of Regions 1 and 3 (title of RS1185) n Resolves 1 of RS1185: parts of Region 1 situated to the west of meridian 170°E and to the north of parallel 40°S, Islamic Republic of Iran n This planning area comprises: The whole of the European Broadcasting Area The whole of the African Broadcasting Area Complete territories of the neighbouring countries to the ABA, which are parties to the GE89 Complete territories of ARM, AZE, GEO, KAZ, KGZ, TJK, TKM, UZB and those territories of RUS which are situated to the west of meridian 170°E

5. Element 3: radiocommunication service subject to planning n Planning of the digital terrestrial broadcasting service … (resolves 1 of RS1185) n This comprises: Planning of digital terrestrial broadcasting (television) service, and Planning of digital terrestrial (sound) service n Does not concern the analogue terrestrial broadcasting service

6. Mandate of the RRC-04/05 n Ultimate goal: preparation (…) of an agreement and an associated frequency plan for terrestrial digital broadcasting in the frequency bands 174-230 MHz and 470- 862 MHz (resolves 3.1) n Key elements: Regional agreement Associated frequency plan for terrestrial digital broadcasting

7. Element 4: Regional Agreement n Will cover the whole of the planning area n Will contain frequency plan for terrestrial digital broadcasting in the frequency bands 174-230 MHz and 470- 862 MHz n Will need to address: regulatory procedures relating to modifications of and additions to the Plan (resolves 3.2); co-ordination procedures for the transition from analogue to the digital broadcasting situation (resolves 3.3); regulatory procedures pertaining to the sharing of the frequency bands 174-230 MHz and 470-862 MHz between broadcasting and other services to which these frequency bands are also allocated (resolves 3.4); the relationship with ST61 and GE89 Agreements (resolves 3.5);

Element 5: Frequency plan for terrestrial digital broadcasting n No indication on the type of frequency plan: assignment or allotment n Clear indication: plan for terrestrial digital broadcasting; this implies that no planning for analogue terrestrial broadcasting would be considered for the bands concerned n Course of action to be followed: resolves 3.1, paragraphs a) – g)

9. Element 5: Frequency plan for terrestrial digital broadcasting (#2) n Items to be taken into account in the preparation of the plan (resolves 3.1 of Res. 1185): a) planning principles; b) protection of existing and planned analogue broadcasting stations and mechanisms, including time periods, for the migration from the analogue to the digital broadcasting situation; c) protection of other existing and planned services in the bands 174-230 MHz and 470-862 MHz; f) planning criteria (including protection ratios), planning methods and network configurations (e.g. single-frequency networks, multi-frequency networks); g) inter-service and intra-service sharing and compatibility criteria, including frequency bands adjacent to the frequency bands 174-230 MHz and 470-862 MHz

10. How the process works? Step 1 n Step 1: Preparatory work prior to the First Session of the Conference: ITU-R to carry out, as a matter of urgency, the relevant technical, operational and regulatory studies and to prepare a report for submission to the first session of the RRC n Establishment of Task Group 6/8; work completed in September 2003 n Activation of the SC: may be done by RRC(1)

11. How the process works? (#2) Step 2 Step 2: First Session of RRC (10 – 28 May 2004), with the following agenda: to produce a report to the second session to include: a) technical basis for RRC (2) b) necessary bases to facilitate planning exercises prior to the second session of the RRC; c) the form in which the requirements of administrations should be submitted, to decide upon the final date by which the requirements should be submitted to the ITU by administrations,

12. How the process works? (#3) Step 2 (contd) to make a proposal to Council on the date and duration of the second session of the RRC within prescribed limits (maximum 5 weeks), to make a proposal to the Council on the recommended course of action with respect to those parts of the Stockholm 1961 and Geneva 1989 Agreements that will be dealt with in the new regional agreement for the frequency bands 174- 230 MHz and 470-862 MHz. n Invitation letters for the RRC-04 sent on 30 June 2003

13. How the process works? (#4) Step 3 n Step 3: Inter-sessional work BR to develop planning tools, with the assistance from the Planning Project Team and the administrations, based on the decisions from RRC(1), in order to assist administrations in their preparation for the second session of the RRC; Administrations to submit their requirements, by the final date which will be decided by RRC(1) Planning Project Team to undertake the planning exercises prior to the second session of the RRC, BR to report to RRC(2) on the results of intersessional work

14. How the process works? (#5) Step 4 n Step 4: Second session of the RRC (separated by the First Session by about two years, date and venue to be decided by C-2004) with the following mandate to establish (on the basis of proposals from administrations, of the report of the first session of the Conference and taking into consideration the report from the Director of the BR on the intersessional work) a new regional agreement for the planning area referred to in resolves 1 of Res.1185 and for the concerned frequency bands (resolves 3.1), as well as all accompanying procedural mechanisms (resolves 3.2 – 3.5)

15. How the process works? (#6) Step 5 n Step 5: Harmonization of the the scope of application of the relevant Regional Agreements governing the use of the same frequency bands within the Planning Area Need for convening two conferences of a short duration, in parallel, immediately after RRC(2), to revise or abrogate, as appropriate, the relevant parts of the ST61 and GE89 Agreements (resolves 4 of Res. 1185)

(#7) Step 6 n Step 6: Implementation of the decisions of RRC(2) Completion of the coordination process for unresolved cases Application of the new co-ordination procedures for the transition from analogue to the digital broadcasting situation Application of the regulatory procedures relating to modifications of and additions to the Plan
