WTSA-08 Meeting with Universities Johannesburg 24 Oct 2008 13 K-2009: Innovations for Digital Inclusion Background: WSIS (Geneva 2003 – Tunis 2005) advocated turning the digital divide into a digital opportunity Kaleidoscope 2009: Second in a series of peer-reviewed academic conferences Aims at increasing the dialogue between experts on ICT standardization and academia. Will analyze technologies, services and applications five years and beyond… Multidisciplinary aspects, including NGN infrastructure, standardization needed, regulatory and societal challenges to promote Digital Inclusion. With an aye on developing countries, it seeks to promote research that supports innovation in ICTs toward universal, sustainable, ubiquitous and affordable access by all.

WTSA-08 Meeting with Universities Johannesburg 24 Oct 2008 18 considering academia and associated research establishments have significant roles in research and development of emerging technologies essential for ITU-T to remain at the cutting edge of technology standardization,; research establishments which do not receive substantial funding from major corporations, recognizing the ITU-T consultation meeting to improve cooperation between ITU-T and universities (January 2007) the Kaleidoscope Event organized in Geneva from 12 to 13 May, 2008 and the decision to continue such events on a yearly basis, Resolution 71 (1/2)

WTSA-08 Meeting with Universities Johannesburg 24 Oct 2008 19 Resolution 71 (2/2) resolves to instruct the Director of the TSB 1.to explore and recommend mechanisms to encourage cooperation between ITU-T and academia and associated research establishments and to facilitate their greater participation in the work of the Sector, including the Study Groups; and 2.to request Council to consider the admission of academic institutions, universities and associated research establishments in the work of the ITU-T, including an appropriate level of financial contribution particularly academic institutions of developing and least developed countries.
