6 The Centre of Expertise Programme The Centre of Expertise Programme is a fixed-term special programme coordinated by the Ministry of Employment and the Economy, in compliance with the Act on Regional Development. It targets local, regional and national resources at the utilisation of top-level expertise. The programme supports regional strengths, the specialisation of regions and cooperation between Centres of Expertise. Increase the number of competitive products, services, enterprises and jobs based on the highest standard of expertise. Attract international investment and leading experts. Participation in the development of user-driven innovation activities and environments (test beds, living labs).

14 Priority 1: Improving top-quality education and know-how The education system is developed towards the international top at all educational levels, from basic education to universities New forms of cooperation are built between the educational institutions and economic and industrial life Cooperation between the cities is improved in order to develop the activities, division of work and mutual interaction in the campus network. The cities support the progress of the selected operating environments, their mutual division of work and networking and develop their own public procurements. 17 Greater Helsinki Promotion (GHP) In the international marketing of the metropolitan area, systematic utilisation of the regional and thematic development and innovation environments, internationally strong sectors of research and education, regional knowledge clusters and centres as well as other points of attraction in the metropolitan area. The area is considered as a forerunner in open user-driven development environments. Based on the subsectors defined in the Competitiveness Strategy, the cities engage in target-oriented cooperation with the most important global urban districts and networks. The cities promote together the settling-in of international businesses and make the professionals stay in the area by building up a regional system of steering and advisory services intended for foreign companies and their key persons. Culminatum and other interested partners build together the connection to international networks. Priority 4 Internationalisation
