The Education Service Commission (ESC) is a 5- member independent body appointed by the Council of Ministers for a 6-year term. The ESC is charged with island-wide recruitment and selection of public school teachers The selection of candidates for school administrative posts, supervisory roles and administrative posts at the Education Ministry ESC is exercising disciplinary control over public school teachers and administrators, and ministry officials, including dismissal or removal from office. The ESC performs its duties and responsibilities on the basis of the existing legislation and case-law

Appointment System Be a citizen of the Republic of Cyprus or a citizen of a member-state of the European Union or a spouse or offspring of a citizen of the Republic, residing in the Democracy. To have completed his/her 20th year of age. To possess the qualifications specified in the service plan for the position in which the appointment is to take place. To be of good character. Not to have been condemned for committing an offense related to lack of integrity or moral corruption. To be in possession of a certification on behalf of a doctor of a public hospital that the candidate is suitable for the position in which to be appointed after a medical examination

Priority order in the appointee lists The grade in the basic title of studies. The additional academic qualifications of the candidate. The previous educational service of each candidate. Military service in the National Guard or the armed forces of a member state of the European Union. After the accession of Cyprus in the European Union, in the appointee lists can be included candidate teachers from member states of the European Union.
