4. NAVICP COSIS Program
Care of Supplies in Storage is a Navy program and management system that ensures material is stored and maintained in a ready-for-issue condition and to prevent further deterioration of unserviceable material.
Reduce Repair Turn Around Time (RTAT)
Reduce new procurement by extending the life of the assets
Proactive vs. Reactive COSIS
Look for problematic areas and trends
NAVICP provides reimbursable COSIS funding to repackage and preserve material in storage

5. Routine COSIS may reveal the need for additional COSIS work
What to Look For
Obvious problems that would compromise the protection of the asset and/or prevent the asset from being issued.
Container damaged or deteriorated
Sealing defective
Special markings omitted, illegible, or incorrect
No packaging (bare item)
Stapling, nailing, strapping, banding improper, or inadequate
General appearance (dirt, moisture, fungus, mildew, rot, infestation, or water damage)
Expired Shelf-Life date
Humidity Indicator expired

6. Reporting of COSIS
DD Form used to report COSIS discrepancies and request funding to correct them
Navy COSIS Spreadsheet – for Navy Sites’ usage.
Benefits include:

Uploaded to COSIS database

Queried the COSIS sites with highest quantity of N32/N35 assets from the Master Data File (MDF)
Sites with high rate of DD 1225’s submission and/or WebSDR 364’s (Supply Discrepancy Report)
Sites have not been visited in recent years
Pick out top 5-7 candidates per fiscal year
FY09 Site Visits: DDNV, DDDC, DDJF, DDWG, DDBC

11. Site Visit Review Process
In-Brief (before item review): Purpose for site visit
intended to assist and train rather than inspect
Ensure Navy’s managed items are properly packaged, stored, and shipped per MIL-STD 2073 requirements
Physical item review
Out-Brief (after item review): Inform all findings, discrepancies
Arrange On-Site training with a TARP rep if necessary
Post Site Visit:
Data analysis, list of action items
Cost estimate, funding
Follow up
An Assist Visit; Not an inspection! Information kept at site level.

14. COSIS Reimbursable Funding Process
Storage site submits funding requests
Via DD1225’s or Navy COSIS spreadsheet to COSIS Program Manager (PM) with cost estimate
Provides an activity Financial POC, phone number and UIC for funding.
The COSIS PM approves/disapproves request.
COSIS PM s approved funding via NAVCOMPT Form 2276A or MIPR
When the storage site has performed the work, actual cost will be provided to the COSIS PM for update.
