3 3 ITU in brief Leading UN agency for information and communication technologies (ICT) The oldest UN agency (exists since 1865) Global focal point for governments and the private sector. ITU's role in helping the world communicate spans 3 core sectors: Radiocommunication - ITU-R Standardization - ITU-T Development- ITU-D ITU is based in Geneva, Switzerland, and its membership includes 193 Member States and more than 700 Sector Members and Associates. 760 staff, from 80 nationalities 5 ELECTED OFFICIALS Website: http://www.itu.inthttp://www.itu.int

4 International Telecommunication Union Summarizing … 4 In ITU-T we produce interoperable technical ICT standards In ITU-R we coordinate global wireless communication (which uses limited resources) In ITU-D we provide assistance to the un- connected In the GS we provide intersectoral coordination for the whole organization and represent ITU externally

10 . 5th WTDC – 924 participants and 758 Governments Adopted : HYDERABAD DECLARATION (main conclusions and priorities established by the conference, and reinforcing the political support towards ITUs development mission and strategic objectives). HYDERABAD ACTION PLAN (HAP) (aligns the work of the ITU-D with the objectives and action lines agreed by the WSIS so as to assist developing countries in achieving universal access to ICTs by 2015). ITU-D STRATEGIC PLAN 2012-2014 tobe submitted to ITU-PP10

Adopted (continuation): 5 PROGRAMMES on information and communication infrastructure and technology development; on cybersecurity, ICT applications and IP-based network-related issues; enabling environment; capacity building and digital inclusion; least developed countries, countries in special need, emergency telecommunications and climate change adaptation.

Adopted (continuation): REGIONAL INITIATIVES for Africa, the Americas, the Arab States, Asia and the Pacific, the Commonwealth of Independent States (CIS) and Europe, as well as guidelines for their implementation. STUDY GROUPS - new and revised Questions to be studied by ITU-D study groups during the next study period. RESOLUTIONS – 60 resolutions (ANNEX D of the report)

15 AFRICA REGIONAL INITIATIVES Human and institutional capacity building Strengthening and harmonizing policy and regulatory frameworks for integration of African telecommunication/ICT markets Development of a broadband infrastructure and achievement of regional interconnectivity and universal access Introduction of new digital broadcasting technologies Implementation of the recommendations of the Connect Africa summit. 15

16 AFRICA REGIONAL INITIATIVES AFR RI 1 – Human and Institutional capacity building 7 Centre of Excellence established, including Centre of Excellence for Portuguese and Spanish speaking countries in partnership with Government of Spain and Portugal 14 workshops, 549 participants 16

17 PROJECT IMPLEMENTATION AFR RI 2 – Strengthening and Harmonization ICT Policy and Regulations Under HIPSSA, Project ( funded by EC and ITU) Technical assistance was provided to Niger for transposition of ECOWAS model Acts SADC and CEMAC/ECCAS were assisted to develop Cybersecurity Models legislation Universal Service Model Policy and Tool Kit for SADC Direct Assist to countries Program 3 of HAP Forum for Telecommunications Regulations and Partnership in Africa (FTRA) – Annual Event Establishment of an African ICT Regulators Association PARANET 17

18 PROJECT IMPLEMENTATION RI-3 - Development of a broadband infrastructure and achievement of regional interconnectivity and universal access With AfDB, ITU assisted East Africa Community Secretariat to do a gap analysis for bankable project investment With the Korean Government, ITU currently implementing Master Plan for wireless broadband access with the World Bank, the CAB project in CAR, Chad and Cameroon and the interconnection between Chad and Cameroon 18

19 PROJECT IMPLEMENTATION R1-4 - Introduction of new digital broadcasting technologies With Korean Gov, Guidelines for Migration from Analogue to Digital Broadcasting Customizing the Guidelines to countries needs and assisting in establishing roadmaps ITU also assisted Uganda, Zambia, Swaziland, Sao Tomé &Principe and Rwanda to review the plans of migration to digital broadcasting 19

20 PROJECT IMPLEMENTATION RI-5 - Implementation of the recommendations of the Connect Africa summit ICT projects were implemented in Malawi, Zambia, Sierra Leone, Burkina Faso and Mali where 25 rural communities and 2 centers for Persons with Disabilities were established. 50 schools are being equipped with ICTs and connected to the internet in Gambia, Lesotho, Niger, Sierra Leone and Tanzania Regular Follow up meeting with Partners ( to be completed) 20

22 22 ITU-IMPACT (International Multilateral Partnership on Cyber Threats) Collaboration Goals Five pillars of the GCA (ITU Global Cybersecurity Agenda) mapped with the tracks identified by IMPACT: Legal Measures - Elaborate strategies for the development of a model cybercrime legislation that is globally applicable and interoperable with existing national and regional legislative measures Technical and Procedural Measures - Develop strategies for the creation of a global framework for watch, warning and incident response to ensure cross-border coordination between new and existing initiatives Organizational Structures - Elaborate global strategies for the creation of appropriate national and regional organizational structures and policies on cybercrime Capacity Building - Develop a global strategy to facilitate human and institutional capacity building to enhance knowledge and know- how across sectors and in all the above-mentioned areas International Cooperation - Propose a framework for a global multi-stakeholder strategy for international cooperation, dialogue and coordination in all the above-mentioned areas

23 23 CONCLUSION For a successful implementation of the of the WTDC mandate the partnership is a critical factor ITU use its own resources to Assist its Members More resource mobilization is required
