International Telecommunication Union UNIVERSAL ACCESS & SERVICES - BACKGROUND November 2009 – Universal Access and Services Identify the presence or absence of UAS policy in countries Identify the type of access addressed by the UAS policy Identify contributors to the fund and mechanism for funding Identify the number of staff and utilisation of external experts Identify Best Practice Review current trends in other regions Draft Assessment report with relevant analysis and tables 1

International Telecommunication Union Methodology Terms of Reference Developed by the Project Coordinator Sent out to ITU and countries for comments & approval Experts: Stakeholder - Regional organisations, countries & relevant ITU divisions recommend experts Project Coordinator contacts experts, evaluate and make the selection. The recommendation is sent to Project Manager who approves it and starts recruitment process. Advise stakeholders Data Collection: Project Coordinator develops data collection forms and sent to the countries to complete and return then forwards to the expert – expert sends further clarification 2

International Telecommunication Union Status and Next Steps Assessment Phase Work in progress to be completed in May 2010 Next Steps First Workshop is planning for September 2010 Workshops and Training will be identified and agreed by the recipient countries Planning workshops and training – Expert recruitment, venue, dates etc Fellowships will be provided for each country to participate in particular the Independent Regulators and Regulators within Ministries 3

International Telecommunication Union ITU-EC SPECIAL MEETING ICB4PAC continues its meeting after the closing session on Thursday afternoon 29 April 15.45pm to 17.15pm, and Friday morning 30 April from 8.30-10.30. Friday flights at 2.45pm – sufficient time to go to the airport after this session. Purpose of this meeting is to agree the draft Assessment and Workshop report, further activities and the Workshop in Tonga, 14-15 June 2010 back to back with the ICT Ministerial meeting.
