1 2008-2009 PSRC Coordinated Grant Program Job Access Reverse Commute (JARC) and New Freedom Funding Executive Board March 26, 2009

2 PSRC is the designated recipient for FTA’s Job Access Reverse Commute (JARC) and New Freedom grant programs. PSRC’s Coordinated Grant Program 2008–2009 distributes JARC and New Freedom funds Ranked WSDOT Consolidated Grant applications PSRC Board approval is required for the projects to be approved into the TIP and for FTA Program of Projects. Special Needs Transportation Program PSRC Coordinated Grant Program, 2008–2009

3 FTA’s JARC and New Freedom Grant Programs  Job Access Reverse Commute (JARC) FTA §5316 Projects relating to the development and maintenance of transportation services designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment, and for public transportation projects designed to transport residents of urbanized areas and non- urbanized areas to suburban employment opportunities.  New Freedom FTA §5317 Program for new public transportation services and public transportation alternatives beyond those required by the ADA that assist individuals with disabilities with transportation, including transportation to and from jobs and employment support services.

4 Ask Executive Board to approve PSRC’s New Freedom and Job Access Reverse Commute (JARC) proposed project list. Transportation Policy Board recommended this action to the Executive Board on March 12. TPB and Executive Board already forwarded the WSDOT regional rankings (January 2009 action). Today’s Meeting

6 New Freedom & JARC Funding Allowable Administrative Overhead 6 Up to 10 percent of the recipient’s total fiscal year apportionment may be used to fund program administration costs including administration, planning, and technical assistance. For eligible subrecipients, WSDOT will use these funds to administer their grant programs. For eligible direct recipients (transit agencies), the 10% for administration will be dedicated to PSRC's regional and local planning efforts including, but not limited to, competitive selection costs, staff time, and plan updates.
