2 Populism, Political Bosses, Progressivism

3 Populist Revolt Whites hoped for a “white only democracy”
Some white leaders wanted to change the political system To do so they had to do it from within the Democratic Party Problems with farmers helped their cause

4 Problems of Farmers Suffered from falling cotton prices, high tariffs, and hard money policies Washington (nation’s capital) was favoring big business over farmers Passed high tariffs to protect business Farmers had to pay high prices for American goods

5 The Gold Standard money backed by gold only
Gold was scarce so therefore money was scarce Farmers wanted/needed “cheap” money to help them buy things Wanted money backed by silver (cheaper and plentiful) Frank Burkett led MS Farmer’s Alliance And because of election fraud, ballot box stuffing, and violence, Burkett left the Democratic Party and formed MS’s People’s Party in 1891 (Populist)

Railroad Regulation Use of silver as money Direct election of senators, not the legislature appointing them *Democrats used the race card to win the next governors election against the Populists.

7 Corruption in the Cities: Political Bosses
Anselm McLaurin was the leader of the Democratic Party; became governor Built his power on patronage (appointing people to government positions as rewards for political support) Political bosses dominated politics They controlled the conventions and were responsible for election fraud Used their power with the poor to secure their political position

8 Primary Elections Due to the corruption of politics there was a need for primary elections All of the party’s members vote for a candidate of choice PEOPLE would have a vote in the government and not the legislature choosing for them However, politics continued as is under McLaurin McLaurin appointed Longino for state Supreme Court Justice, he soon becomes governor

Brought industry to MS Built the New Capitol (which is still used today) Destroyed the old system and accepted primary elections Some did not agree with this and rejected the new system But a new state executive committee was appointed and people who favored the new system won the spot! Primary Law was passed “whites only” primary law eliminated political role for blacks

10 Populist Democrats With primary law, poor whites now had a say!
James Vardaman was elected governor in 1903 Did not trust big money Complained about how railroads abused farmers Opposed spending state money to educate blacks Was different from other politicians and he was a showboat His populism, showmanship, and racism got him elected by poor whites

11 Progressive Movement The government was best equipped to correct the ills of society Without racism, Vardaman was really a progressive He tried to restrict child labor, help the mentally ill, and assist the deaf Congress did not agree with these efforts He increased money for schools Wanted to break up big plantations and divide up the land to small farmers Looked after the interest of poor whites who elected him Helping poor whites was also helping black majority

12 Election of 1911 Theodore Bilbo ran for Lt. Governor
He supported Vardaman and his run for US Senate Bilbo was basically a poor white “Man of the People” Bilbo won the election and so did Vardaman Vardaman could now control Democratic Party Under Bilbo Cooperated with legislature and created state tax commission Found a tuberculosis hospital, charity hospital, and training school for delinquents Passed school attendance law and anti-lobby law Equally distributed school funds
