Targets Older Adults and People with Disabilities Formula Program to States based on Population of PWD and Older Adults State Administered for ALL communities Primary Sub-recipient is Non-Profit Organizations 10% for Administrative Expenses Funding from FY05-FY09=$584M Section 5310

Capital Program –Funding (primarily) to support vehicle acquisition for non-profit organizations –80/20 Federal/State Match for Capital –States can use the same sliding scale capital rate that it uses for FHWA programs with an 80% Federal share. Pilot for “operations” in 7 States –33% can be used for Operating Expenses –50/50 Match for Operating Section 5310

Mobility Management is by definition a capital expense consists of short-range planning and management activities and projects for improving coordination among public transportation and other transportation service providers carried out by a recipient or subrecipient through an agreement entered into with a person, including a governmental entity; but excludes operating public transportation services

Mobility Management CAPITAL EXPENSE Support for short term management activities The support of State and local coordination policy bodies and councils; The operation of transportation brokerages Travel training, trip planning, and travel navigators activities for customers; The development and operation of one-stop transportation traveler call centers Operational planning for the acquisition of intelligent transportation technologies

Designated Recipient - States Governor Selects State Agency to be the DR for 5310,JARC, and NF There can be ONE recipient for JARC, NFI and 5310-but not required The State agency selected as DR provides management and oversight for Small Urbanized Areas (<200,000) and rural areas. Governor Selects DR in Coordination with Local Officials Existing 5307 FTA Recipients can be the DR OR an MPO Designated Recipient will be responsible for implementing a competitive selection process and managing subrecipients Designated Recipient - Large Urbanized Areas >200,000 Cross Cutting Issues

A Governor MAY select Multiple Designated Recipients When there are Multiple Designated Recipients-A plan is submitted to FTA outlining the geographical and financial distribution. EACH Designated Recipient will be responsible for implementing a competitive selection process and managing subrecipients in their area. FY 2007 Requirements FTA will consider plans developed before the issuance of final program circulars to be an acceptable basis for project selection for FY 2007 FY 2007 Minimum Criteria: –an assessment of available services; –an assessment of needs; –strategies to address gaps for target populations. The Coordinated Public Transit-Human Services Transportation Plan Cross Cutting Issues NOTE: FTA recognizes that initial plans may be less complex in one or more of these elements than a plan developed after the local coordinated planning process is more mature. Plans must be developed in good faith in coordination with appropriate planning partners and with opportunities for public participation.

Program of Projects State/Program Management Plan Data Collection and Reporting Oversight Grants Development & Management

Lists the subrecipients and indicates whether they are private non- profit agencies, governmental authorities, or private operators of public transportation services, or Indian tribal Agencies and provides Transparency Act details. In State applications, designates whether they serve urbanized or nonurbanized areas. The POP includes: –a brief description of the projects, –total project costs and Federal share for each project, –the amount of funds required for planning and program administration, –It can also include the required reference to the coordinated plan that the project is derived from and the relevant page number of the plan.
