Date: May 1, 2015 Topic: The “Practice Test” and the “2013 Test.” Aim: How can we learn from these tests and dominate the multiple choice on May 12 th ?

Look Look Look At This!  3.) (P) – Party machines – key terms are party loyalty and patronage.  5.) (P) NASA – is an independent agency.  7.) (P) – The Treasure prints the currency.  9.) (P) – Civil Liberties – remember why the Bill of Rights was added to the Constitution!  11.) (P) – Regressive Tax – the poorer you are the more you will pay as a percentage of your income.  13.) (P) McCain Feingold – banned soft money.  24.) (P) – Habeas Corpus – Why am I being held?!!!  25.) (P) Federalist 10 – Large Republic is what’s needed to control factions.  26.) (P) Conference Committee – resolves differences in a bill.  27.) (P) Bill of Attainder – punished without a trial (Ex Post Facto and Writs of Assistance hang out with this too)  28.) (P) Congress sets the number of SC Justices.  29.) (P) The Presidents role as chief diplomat is delegated (in the Constitution).  30.) (P) Committee chairs tend to be senior members of the majority party.

Look Now Look!  33.) (P) Realigning Election – an election where we see a significant shift in the bases of support (1932)  34.) (P) The White House Staff advises the President.  36.) (P) The impeachment process is a check on the President – look at the other choices carefully – they don’t work.  38.) (P) Single member districts - In political science, Duverger's law is a principle that asserts that plurality rule elections structured within single-member districts tend to favor a two- party system.  40.) (P) The free rider problem of interest groups – Everyone Wins! You’re the big winner! winner!  42.) (P) Dred Scott did not strengthen the federal government.  46.) (P) Referendum – whether citizens support action by the state government (I’m sure many of you were thinking recall).  47.) (P) The media uses sounbites – they don’t show the whole thing.  56.) (P) PAC’s contribute to incumbents becauae they’re WINNERS! Yayyyyy winners!

Now Watch!  57.) (P) Cabinet secretaries are loyal to their departments and their specific issues.  58.) (P) Don’t worry about this one….Seriously….Seriously…  59.) (P) Unique power means “only them”  2.) (13) Standing committees  3.) (13) SS Benefits – Taking away the benefits would be a major issue. Thinking “E”? Look at the question and then look at “E.”  5.) (13) Single member districts.  15.) (13) Judicial Activism – freely strike down laws that are inconsistent with THEIR understanding – going it alone = activism!  21.) (13) Stare Decisis – bound by prior decisions – you’re letting it stand.  22.) (13) The executive branch INCLUDES ALL of the agencies – keeps the Presidents hands in the cookie jar.  23.) (13) They are talking devolution. DEV-OL-UTION!  24.) (13) Congress can decide the Supreme Court – the other choices are just so wrong.  28.) (13) Tricky, yes it is….ohhhh yes it is…..They are implementing the law by spending the money.  31.) (13) The winner wins! Same principle as the single member question. winner

Look At This!  35.) (13) Political Culture – Partisanship – they voted based on party alone.  36.(13) Political Culture – that’s it, that’s the right answer….next!  38.) (13) Habeas Corpus – Why am I here? Why am I being held?  41.) (13) Majoritarian.  46.) (13) Enumerated Power – the answer is in the question – the US Constitution.  47.) (13) NAFTA – The North American Free Trade Agreement – lowered trade barriers between US, Mex, and Can.  49.) (13) Litigation is MOST EFFECTIVE. Yes, people protest etc. but litigation is what works.  50.) (13) The President on the bus using the pulpit.  51.) (13) Tricky – they do not mean liberal like Susan Sarandon, they mean characteristics of a democracy.  53.) (13) Discretionary powers = rule making authority.  54.) (13) The branches have different constituencies. They don’t approve each others budget. They are not staffed with the same people. They are not officially responsible for cabinet officials. Only Congress with the taxes.

Now Look!  55.) (13) Fiscal policy is tax and spend policy! Monetary policy is money supply and interest rates and The Fed.  56.) (13) No more quotas with Affirmative Action.  57.) (13) They are MEETING to NOMINATE a candidate for office (a primary looks and feels like a standard election).
