Protecting Hong Kong Harbour Victoria Harbour is a “special public asset”, a “natural heritage of Hong Kong people” and is to be “protected and preserved’ Protection of the Harbour Ordinance Reclamation is only possible if there is “an overriding public need” where there is “no reasonable alternative” and must be kept to a “minimum”.
