Proposition 1- Despite our many successes our sector organisation is increasingly inadequate for the 21 st century. Proposition 2 – In order to be what we need to be we have to transform ourselves and slaughter many sacred cows.

Core of best practice expertise on all issues affecting Councils Accessible responsive, authoritative advice service Good quality, relevant, cost effective, training Problem solving ability –Legal matters –Technical Issues –Employment Timely and easily digestible information on developments in the sector. Support in managing council costs and building quality service Technology support Good, well connected representation speaking with one voice to achieve a supportive legislative environment An open and democratic organisation which takes account of all stakeholders Affordable subscriptions and fees

Why haven’t we done this before? NALC /CALC organisation in existence since 1948 Highly prized independence. Idea of a shared body feels threatening –The Employment (“Trade Union”) issue –The Wales issue –Who would be “in charge” –Fear of takeover Costs of change Name your reason

Summary We have good components but our overall product is not fit for purpose. The potential benefits for our customers of change and co- operation among us are huge The problems are significant but are mostly based in fear, pride, mistrust, rather than practicality Opportunities will pass us by if we are not in a position to grasp them
