2 DGCA on Global Strategy for Aviation Safety ICAO Headquarters, Montréal, 20 – 22 March 2006 Recognition of Certificates of Airworthiness and Pilots Licenses Issued by Another State as Valid is Fundamental prerequisite for International Civil Aviation.

3 DGCA on Global Strategy for Aviation Safety ICAO Headquarters, Montréal, 20 – 22 March 2006 Article 33: Recognition of Certificates of Airworthiness and Pilots Licenses issued or rendered valid by the State in which an aircraft is registered Recognized as valid by other States if the certificates or licenses issued or rendered valid are equal to or above the minimum Standards

4 DGCA on Global Strategy for Aviation Safety ICAO Headquarters, Montréal, 20 – 22 March 2006 The results of the initial audits showed that certificates and licenses are being issued or rendered valid by a number of States without the applicable Standards being met

5 DGCA on Global Strategy for Aviation Safety ICAO Headquarters, Montréal, 20 – 22 March 2006 It is incumbent upon a State to ensure safety within its territory, including operation of aircraft of foreign air operators.

6 DGCA on Global Strategy for Aviation Safety ICAO Headquarters, Montréal, 20 – 22 March 2006 Need: Process for Recognition Based on Harmonized Criteria: Identify responsible States (e.g. State of Registry and State of the Operator) Review any bilateral agreements Assess the level of safety oversight exercised by the State(s) concerned Assess whether the level and nature of activity consistent with the oversight capability of the State(s) concerned
