1 FAA SATCOM Programs Briefing for ICAO Seminar on Implementation of Data Link and SATCOM Communications 17-19 November 2003 Bangkok, Thailand Rob Strain MITRE CAASD on behalf of Federal Aviation Administration

2 Current FAA SATCOM Program Areas (1)
Oceanic Datalink: ACARS, VDL or satellite Voice: HF/AM or VHF/AM Advanced Technology and Oceanic Procedures (ATOP) will be used for air traffic control and it will use SATCOM among several methods of communications GCNSS exploring NAS interconnections for aircraft using SATCOM over Gulf of Mexico as one of the links (more on following slides)

3 Current FAA SATCOM Program Areas (2)
Domestic (CONUS) FAA Telecommunications Satellite (FAATSAT) - Ground/ground communications backup (leased service) FAATSAT will be going away as the FAA Telecommunications Infrastructure (FTI) program looks to ground based networking to produce cost savings in National Airspace System (NAS) telecommunications. Domestic (Alaska) Alaskan NAS Inter-facility Communications System (ANICS) - Ground/ground communications telecommunications network Connects Anchorage Center with remote CNS sites throughout Alaska

4 GCNSS Program GPS navigation GPS navigation Communication satellites Global Communications, Navigation and Surveillance System (GCNSS) 22 month effort initiated July 2002 Cost-sharing contract between FAA and Boeing ATM R&D program Weather and aero information Network operations Common Information Structure Airports Airline operations centers ATC centers TSA centers

5 GCNSS Program Objectives
Demonstrate the feasibility of a broadband, secure communications architecture. Segment A Demo (Jan 2003) Demonstrate the feasibility of a hybrid global satellite-based CNS architecture. Segment A Demo (Nov 2003) Demonstrate the feasibility of a secure, highly integrated common information network (CIN) architecture. Segment A Demo (Feb/Mar 2004)

6 Enhancements Expected from GCNSS
Security Video and audio data transmissions from aircraft to appropriate agencies Extending air traffic services Capability, efficiency and safety in regions that presently lack CNS infrastructure Information sharing Real time flight trajectory negotiations air/ground Common situation awareness and collaboration for all service providers, users and operators

7 SWIM/CIN System Wide Information Management (SWIM)/ Common Information Network (CIN) Concept for distributing and managing CNS and ATM information Utilizes network of networks to share and consolidate information NAS information pool Timely and secure available Authorized user access only Recognized by ICAO Future of data management Departure from current point-to-point ATM information transfer

9 Segment A Demo (Jan 2003) Live video, audio and exchanges between on- and off-board systems Monitoring cockpit and passenger cabin with video surveillance Aircraft flight monitoring Continuous downlink of aircraft positions Real time flight path deviation alerts to ATS specialist Uplink and downlink of FIS data Environmental conditions from aircraft (temperature, wind, etc.) Uplink NEXRAD weather radar image SATCOM used to greatly expand the type of information that can be downlinked from aircraft

10 Segment B Demo (Nov 2003) Controller-pilot two-way data communications
Controller-pilot two-way voice communications Digitized voice Party line Radar-like surveillance using ADS via satellite Seamless transition between domestic en route and oceanic SATCOM used to provide near-term enhancements to address surveillance and communications deficiencies in the Gulf of Mexico

11 Segment C (Feb/Mar 2004) Feasibility of SWIM concept to enable network-centric operations Air traffic control centers Aircraft Airlines Security and defense agencies Common air picture Aircraft ADS via satellite ADS-B via UAT and 1090ES Uplink of TIS-B and FIS-B via UAT and SATCOM SATCOM and Broadcast Services infrastructure used to eliminate surveillance boundaries and provide common situation awareness between pilot and controller
