Canada's safety policy and objectives 1.1 Canadian Aviation Regulations 1.2 Aviation Safety Program Manual 1.3 Transportation Safety Board is responsible for investigations: Transport Canada participation and support is through the Minister’s Observer Program Incidents reported through the Civil Aviation Daily Occurrence Reporting System are reviewed to determine if further action is required. 1.4 SMS Enforcement Policy continues to evolve as SMS implementation continues State's safety policy and objectives 1.1 CAA safety standards 1.2 CAA safety responsibilities and accountabilities 1.3 Accident and incident investigation 1.4 Enforcement policy

State's safety risk management 2.1 Safety requirements for service providers SMS 2.2 Approval of service provider's acceptable levels of safety Canada’s safety risk management 2.1 SMS requirements defined in the separate regulations for each service provider: CAR 107 – General Provisions CAR 302 – Airports CAR 406 – FTUs CAR 561 – Manufacturers CAR 573 – AMOs CAR 705 – AOCs CAR 805 – ANS 2.2 Compliance with regulations is verified through assessments and inspections as described in the Surveillance Procedures Manual

State's safety assurance 3.1 Safety oversight 3.2 Safety data collection, analysis and exchange 3.3 Safety data driven targeting of oversight on areas of greater concern or need Canada’s safety assurance 3.1 Surveillance Procedures Manual 3.2 Transport Canada has a group in the civil aviation organization responsible for safety data collection and analysis as well as safety reporting. 3.3 Risk based management policy Risk indicator database National Planning Standard Surveillance Policy

4. State's safety promotion 4.1 Internal training, communication and dissemination of safety information 4.2 External training, communication and dissemination of safety information 4. Canada’s safety promotion Training: Transport Canada has a program for the development and delivery of basic, advanced, and refresher training, including SMS, QA, interview skills and related specialty courses Communication: Transport Canada has well-established practices in place for internal and external communication and is developing a policy to formalize this communication Dissemination of safety information: Transport Canada has a program in place for safety promotion and awareness. An aviation safety newsletter is published four times a year to promote safety awareness. The newsletter is distributed to employees and industry stakeholders and available on the civil aviation web site. The group also organizations information forums for industry to promote the latest safety advances in aviation.

Conclusion and Next Steps
Work continue to finalize ICAO’s State Safety Plan requirements Canada has main elements of an SSP in place: regulations, standards, guidelines, education to promote a safety and harmonized aviation system Canada is well-placed to meet the ICAO standard, when it comes into effect
