Civil Liberties Human Rights- fundamental freedoms What do you think there are? Does everyone have them? Countries that lack or abuse human rights? Bill of Rights establishes a starting point. Written guarantee of rights.- For 100 years though- did not apply to states. Framers established the idea of incorporation Bill of rights extended to all levels of federal government

14 th Amendment Constitution has changed with conditions and times- adjusted. 14 th Amendment- Defines citizenship ( person born/naturalized) Also establishes protection of liberties in Bill of Right to all citizens. Speech, expression, unwarranted searches, Nationalization- people may sue a state in federal court if liberties are violated.

Interpretation of Constitution Is it a living document that changes with society and times? Or should it be viewed as a strict guideline that should not be altered?
