5 Global Ministerial Forum on Research for Health Bamako Mali, 17-19 November 2008 The first high-level global meeting taking as its scope research for health The first such meeting to involve not only ministers of health but also ministers of science & technology, higher education and research The programme should therefore reflect - the full breadth of the research agenda - a wide range of sectors, disciplines and stakeholders. 8 Objectives Global Ministerial Forum on Research for Health Bamako Mali, 17-19 November 2008 Strengthen leadership for health, equity and development: empower governments to develop structured and prioritized policies for research for health as part of their broader research strategies improve systems capacities for the implementation of these policies enhance international collaboration to address global and national health research challenges Engage all relevant constituencies in research and innovation for health: ensure inclusion of public and private actors, different sectors and disciplines, civil society, and local, national and international organizations in a coherent and coordinated manner Increase accountability of research systems: measure outcomes and assess impact of research for health monitor initiatives and partnerships in research for health increase public confidence by setting standards for fair and transparent research processes

12 Global Ministerial Forum on Research for Health Bamako Mali, 17-19 November 2008 Nature of the meeting Global Ministerial Forum on Research for Health Not just presentations and a few questions: major part of the meeting should provide opportunities for dialogue -panels -roundtables -workshops Should go beyond asking ‘what is the problem?’ and place emphasis on identifying solutions: -what have we learned from research and how best can the results be applied? -what don’t we know – what is the research agenda? -what are the [policy, infrastructure, resource] needs for building/enhancing systems capacities to find out? -how to ensure national/local ownership and participation by government and stakeholders
