Motivation It shouldn’t cost you to give content away. The Internet Archive has 300+ TeraBytes of free content (web, movies, audio, books), some of which is hugely popular. We need to augment the infrastructure of the Net to efficiently make popular content accessible.

Policy Challenges What is popular? (Count requests.) Where should copies be kept? (Closeness by IP number; network topologies.) For how long? (Least requested or oldest out first.) Avoid Tragedy of the Commons (1000 hits from 1 host should not outweigh 100 from 100 hosts; temporarily block IP#s.)

Technical Challenges Correct browsers are all alike. Every broken browser is broken in its own way. (To paraphrase Leo Tolstoy)

Participate For users FreeCache is transparent. No new software to install. Just click on a link. For content providers: just prefix your links with http://freecache.org/ No new software to install. For ISPs and campus networks: install one CGI to install (you need Apache and Perl).
