2 BUILDING THE TWENTY FIRST CENTURY LIBRARY FUNDING OPTIONS n Options include three levels of government and private sources: –Government »Federal »State »Local –Public/Private partnership and joint ventures –Private resources: »Capital campaign »Grants In last 25 years, 80% of all funding for public library construction has come from local public and private funding.

3 BUILDING THE TWENTY FIRST CENTURY LIBRARY n n Federal funding is on the decline and is not a likely source. – –LSCA changed to LSTA – –CDBG funds (San Diego Malcolm X; Fresno County branches; Kern County branches) – –NEH Challenge grants FEDERAL

4 BUILDING THE TWENTY FIRST CENTURY LIBRARY n n Prop 14- $350 million in state bonds for public library construction – –Grants will be competitive n n California Infrastructure and Economic Development Bank – –Revolving loan program STATE

5 BUILDING THE TWENTY FIRST CENTURY LIBRARY n n General Funds appropriations (excise tax used in Vacaville) n n Developer Fees (South Chula Vista; Temecula), developer agreements (San Diego City branch; Oceanside Public) n n Mello-Roos (Yolo County Davis branch; Orange County branches and Oakland Public Rockridge branch) n n Redevelopment Agencies LOCAL

6 BUILDING THE TWENTY FIRST CENTURY LIBRARY n n General Obligation bonds, require local ballot measure and 67% approval (Santa Clara County; Oakland; Palos Verdes; etc.) n n Tax Increment Financing (Sacramento Public Library) n n Special financing districts (San Diego City uses facility benefit assessment districts for new growth) n n Lease-purchase agreements (Kern County; Los Angeles County; Orange County) n n Certificates of Participation (Oxnard) LOCAL
