1 From PHARE to ATC A. Vink Domain Leader ATC, EUROCONTROL

2 Picking up the results of PHARE in EUROCONTROL l The PHARE programme has researched and demonstrated the operational and technical feasibility of using ATC Data Processing tools l The EATCHIP III programme has developed common European requirements and generic specifications for ATC Data Processing tools l Convergence of programmes is apparent : l inside EUROCONTROL : PHARE and EATCHIP III l with other programmes : EU-CINCAT and FAA-FFP1

4 R& D Implementation l The ATC/DP domains have a stake in applied ATC research l The ATC/DP domains raison dêtre is implementation l Implementation responsibility with ATC Service Providers l The road between research and operations is long and the gaps are wide l R&D must choose between ownership and implementation, it rarely goes together l Tools similar to PHARE have been implemented l Use windows of opportunity for implementations

6 ATC/DP Domains strategy l The ATC tool development work is continued in the EATMP programmes assigned to the ATC / Data Processing Domains l Automated Support to ATC programme l Air/Ground Co-operative ATS programme l The ATM 2000+ strategy is driving the EATMP ATC/Data Processing domains l The ATC/DP domains have defined Concept Elements, to build ATM 2000+

7 Performance driven ATC/DP development l ATC/DP domains keyword : performance driven l Safety, Capacity, Cost and Environment objectives of ATC/DP Concept Elements must be quantified l if you havent measured, you cant change l PHARE has proven operational and technical feasibility, but quantification is to be completed l The ATC domain has launched a new collaborative R & D project (INTEGRA), to achieve : l measurement techniques l measured results
