2 EUROCONTROL Position l The air traffic growth in Europe is forecast to grow to more than double by 2015 l The airspace in Europe is congested and delays cause high penalty costs l The Airspace users are in a competitive environment, demand feeder and flight efficiency l The Air Traffic Service Providers are nowadays public, corporatised or privatised organisations l High target level of safety has to be ensured l Business case is the novel demand of the time

7 Validation and Integration l EUROCONTROL is co-ordinating validation and integration exercises aim to provide solid quantified business cases to airspace users and ATS providers to persuade them to: l Implement improvements using available technology from now to 2005 l Implement transitional changes toward an advanced ATM Network in the the Strategy for ATM2000+ timescales l Implement full target ATM Network identified in the Strategy for ATM2000+

8 Prior Warning for Change l Ideal would be all changes made voluntarily l Where co-ordinated changes need to be made EUROCONTROL is working on implementation arrangements for the European Notice of Proposed Rule Making procedure ENPRM

9 A Path to Future ATM l Candidate options for improvement have been identified some short-term some long-term l Short-term improvements are identified and ATS and Airspace Users will be expected to implement them l Longer-term improvements and transition to them are being identified and the changes will be agreed and notified l PHARE has shown that by working together a Target ATM Network can be achieved

10 Programme Today l Introduction, concepts, measurements and some results l Practical Demonstrations from the Projects l Users Views from a controller and pilot from the trial l Indication of where we want to go from the airspace users and the R&D, and how this fits with the ATM Strategy for the years 2000+ l Questions l Cocktail reception l Further demonstrations
