Experiment objectives (assess ability): To develop simulation capabilities (ex: planning tools and models, tools for situation awareness and analysis). To create Multi Resolution Federation for Disaster management and emergency response. To create Persistent distributed National Training and Simulation Capabilities. To enhance the capabilities of the National Military Training Complex (CHARALITZA); South Eastern Europe Exercising and Training Network

One day before conventional attack, a massive DDoS attack seriously affected the IT systems, letting the Web site defacement to be executed and the content of the Web site to be replaced with propaganda. 2. IP-tables redirecting. Attackers change the policy rules of IP-tables of the router to redirect all Web traffic to certain Web site controlled by the attackers. This Web site contains terrorist content and files infected with computer viruses and worms. CYBER ATTACKS

15 SEESIM 2012 South Eastern Europe Defence Ministerial Exercise Specification Conference 11-14 October 2011, Sofia In general, it was determined that NATO, in the form of ACT, JWC, JFTC and NC3A, would support and participate in SEESIM 12 pertaining to: conduct of the ACT Distributed Training and Exercise (DTE) experiment; support to the Bulgarian proposal for experiment; training and expertise in SEESIM 12 planning and execution; attendance in SEESIM 12 planning conferences, preparation and exercise execution; establishment of a network to enable achieving experimentation goals.

(When a concept does not exist, the conceptual rational is used to provide sufficient proof of the value of the experiment) Validation To validate that a proposed solution provides the desired capability; provides final demonstrated evidence through re-creation of a known truth that a prototype capability will improve mission effectiveness or interoperability UNCLASSIFIED Note: Hypothesis Experiment answers the “IF/THEN” question; however need a constant to measure variable as the basis for the experiment

Areas include: Steering, Operational, Technical Working Groups at ESC, IPC, MPC, FCC and Execution. Networks will be established to support the SEESIM 12 Exercise and experimentation goals. These may be in the form of a single network or separate networks, one of which may be CFBLNet; either of which would be capable of hosting select tools to enable distribution. UNCLASSIFIED
