2 Background/status –Supplemental FY 2002 appropriation provided funding to explore secure global satellite CNS for air traffic management –Requirement competed to take advantage of industry capabilities Nine offers received and evaluated Letter contract awarded to Boeing: July 18, 2002 Boeings First Proposal –Boeing unsolicited proposal reinvented ADS-B architecture with proprietary technology Mitigation: –Provided specific objectives, concept of operations, NAS architecture and constraints

3 FAA Requirements From Boeing Determine strengths/weaknesses of satellite based architecture Challenge present NAS constraints New generation decision support tools Integrated technologies in airborne/terrestrial environment for NAS oceanic gateway, trans-oceanic and remote airspace Secure communications linkage to multiple users via common network

4 Program Objectives Explore the role of a satellite-based CNS capability in the NAS and present a business case. Demonstrate a secure, highly integrated Surveillance Data Network (SDN) and Common Information Network (CIN) in collaboration with Mitre and MIT/LL. Demonstrate air-based capabilities of a broadband, secure video & communications network for use by Federal Air Marshals.
