2 Fundamental Review We engaged with employers, nurses, HEIs and students across HEEoE and they told us they wanted: New routes into nurse education - clarity for HCSWs (T4C etc) - to increase nurse outturn (numbers and throughput) - to improve nurse outturn (competence/confidence) Improved employability and employment of nurse outturn Enhanced focus on skills acquisition, assessment and practice of ‘hands on' care Enhanced focus on person centred care (learning between branches) in a range of settings Improved commissioning levers in LDA and QIPF

4 Work Based Learning Pathway
15/16 (short term): A work based pathway at 5/6 HEIs FD takes 2 years APEL for variety of FDs Nursing Pathway takes months Full time work based learning Modification not new programme Pipeline current staff with FD Continuity of employment 120 additional commissions QIPF covers nursing pathway Adult & MH Return on Investment – attrition and retention 16/17 (medium term): A work based pathway at 6/6 HEIs Bespoke FD mapped into NMC hours and outcomes, taking 18 months Nursing pathway takes 18 months Full time work based learning Pathway validated into all new programmes Develop pipeline and recruit direct (PNEP) 10% of all commissions (n=240) QIPF covers FD and nursing pathway All branches Return on Investment – attrition and retention

6 Implications for the Longer Term
This is what employers and staff tell us they want WBL pathway means employers have to engage with HEIs in new ways (MOU) WBL pathway means HEIs have to work in new ways (the local dynamic) LETB has to work with HEIs differently – Academic Pool We need more WBL in ALL programmes Students on WBL pathway need excellent mentorship The pipeline doesn’t have to be current HCSWs; we can recruit direct into FD training (PNEP), but must be part of a Grow Your Own strategy Putting the FD on a commissioning framework has cost implications The role of the AP at Band 4 requires recognition and development of evidence base Could this be 30% of commissions (or more?) cost & supply modelling Does this start to lead us to a different commissioning model – employment based/employer led?
