3 Transforming lives through learning Education Scotland developed a framework for implementation of the Guidance by: 1.Ensuring that CLD has a strong role in key policies and strategies 2.Supporting workforce development 3.Identifying and sharing good practice 4.Quality assurance and quality improvement

Ensuring that CLD has a strong role in key policies and strategies Policy lead for Scottish Government on: Community Learning and Development – capacity building Adult Literacy (ALIS 2020) ESOL (English for Speakers of Other Languages) Adult Learning Transfer of Youth Work Policy CLD Regulations 2013  Production of Adult Learning Statement of Ambition  Production of ‘Our Ambitions for Improving the Life Chances of Young People in Scotland”- National Youth Work Strategy

Supporting workforce developmen t Established Workforce Stakeholder Reference Group Established Policy Development Stakeholder Reference Group Established Quality Improvement Stakeholder Reference Group Established Strategic Impact Group  Joint working with key partners SC, WEA, Youthlink, SCDC on workforce development initiative for the sector  Funding and supporting to 21 SFPs (£1m+)  Funding through small grants approximately 200k  Joint work with Scottish Government colleagues on policy across government

Identifying and sharing good practice Working in partnership with CLDMS on sub groups Identifying innovative practice through inspection  Providing Innovation and Improvement Fund information and support on policy landscape  Providing support to partners in demonstrating evidence of impact  Undertaking a number of innovative practice visits across Scotland  Sharing the practice on our websites and signposting to our partners  Contributing to building capacity of the sector

Quality assurance and quality improvement Trialling of community learning inspections in 2012-13 Consolidated changes in 2013-14 based on trials Focus is on the two key questions Production of Inspection Briefing Note 42 Learning Community inspections and Improving picture over the past five years Only a small number will be subject to further inspection Strengths include strong volunteering; Joint planning with partners; skilled and influential community members; high quality learning and development programmes leading to improved life chances; and well-targeted provision leading to good outcomes for learners Areas for Improvement include Improve data collection and analysis; improve shared self-evaluation, particularly with schools; further development of CfE improved; Needs assessment; benchmarking and outcome focussed planning and evaluation

11 Transforming lives through learning Consolidating links and work with SG colleagues across Directorates:  Building links with Housing, Health and Justice  Taking forward recommendations from the Wood Report  Developing and embedding the work with Scottish Prison Service  Delivering the CLD actions in the CfE Implementation Plan  Working with Youthlink and the Standards Council to deliver the actions from the Youthwork Implementation Plan  Working with the National Strategic Forum for Adult Learning on delivering the key objectives

12 Transforming lives through learning Working with the sector to build capacity to meet current challenges:  Short term working group on voluntary sector funding  Piloting How Good is our Culture and Sport? within learning community inspections  Developing and piloting How Good is our Third Sector Organisation?  Developing work on community capacity building  Continuing to build CLD’s profile with Curriculum for Excellence – the CLD in CFE Review for February 2015  Contributing to an OECD review of Curriculum for Excellence – June 2015
