During this period:  China’s GDP and GDP per capita increased by 5.33 times and 4.3 times respectively; GPI and GPI per capita increased by 3.9 times and 3.1 times  For the case city, GDP and GDP per capita increased by 8.56 times and 5.54 times respectively ; GPI and GPI per capita increased by 7.69 times and 4.95 times

12 High cost for the high GDP growth rate  The ratio between GPI and GDP reflects the proportion of real progress.  For whole China, this ratio declined from 59% in 1980 to 10% by 2000, and rose to 38% until 2007. This rise is mainly because the net capital investment surged since 2003 and China’s foreign debt turned into an increase in external assets since 2002.   For the case city, the ratio of GPI to GDP declined from 28.85% in 1988 to 18.84% in 2000, and then rebounded rapidly, rising to 37.8% by 2007. This is mainly because the net capital investment surged since 2001
