Assistance and Auditing to Drive Performance May 10, 2006 Susan Roothaan, A Nurtured World, Inc. National Environmental Partnership Summit

Behavior-based Techniques to Drive Results in Consumer Sector Employees as Consumers NASA Johnson Space Center Advanced Micro Devices Texas Army National Guard Public Sessions West Virginia DEP City of Dallas Austin Energy

Behavior-based Techniques to Drive Results in Consumer Sector Average savings - $1,500/year Largest savings - $9,800/yr Total savings of $75,000 and reductions of 29,426 KWH, 4,001 gallons of gas, 45,625 gallons of water; and elimination of 13,617 cubic feet of trash and 131,087 pounds of CO2 Workshop Thursday 2-5 pm

Pollution Prevention and EMS Capacity Building Workshops on organizational & community culture change Training and development in conducting performance-based EMS audits and pollution prevention assessments

Environmental Performance Components Compliance Pollution Prevention & Efficiency Product/Service Design and Lifecycle Analysis Reducing Incidents and Upsets (Risk) Employees as Consumers

Environmental Management Systems Policy Aspects Prioritization Goals Responsibility Document Evaluate Adjust Performance Paperwork

ENDS Report, December 2003 A third of respondents believe that EMSs do not “in themselves” deliver sustained performance improvement More than half believe that “other drivers” were more important than an EMS in driving performance

“Other” Drivers Regulations Marketplace Supply-Chain Pressure Public Pressure Cost Savings Incentives

Policy Aspects Prioritization Goals Responsibility Document Evaluate Adjust Performance Paperwork  Regulations ?  Incentives ?  Public Pressure ?  Cost Savings ?  Supply Chain ?  Marketplace ?

Case Study of ISO Certified Site (Photo slides will be shown during presentation)

“Other” Drivers Two key factors: Degree of management commitment and quality of staff, Smiths Group (ENDS Report) “A Certified EMS is only as good as the company implementing it. If the top management want a green wash, then there are certification bodies out there that will do that”, ENDS report

“Other” Drivers Motivational Factors for Environmental Change Personal Views of Leadership (87%) Current Regulations (34%) Views of Employees (33%) Needs of customers/suppliers (20%) Fear of additional government regulations (13%)  Reference: Canadian Federation of Independent Business Environmental Survey of SMES

Driving Performance Development and communication of standard (ISO14001, NEPT, state programs) Auditing and assistance approach

The Drivers … Auditing The key to delivering environmental performance improvement through ISO14001 lies with the certification body. If the body is focused on performance and outcomes as opposed to system documentation … then environmental improvement is more likely”, Smiths Group (ENDS study)

Changing Views to Change Outcomes Having a good understanding of the organization Building knowledge of current conditions Helping them see another path Addressing logistical factors Action and commitment

EMS Auditing and P2 Site Visit Training Region 6 Train assistance providers in performance-based assistance and auditing through hands on experience (five state partnership) EMS audit conducted at large petrochemical facility in Houston Four pollution prevention visits conducted at an electroplater, a wire manufacturer, a steel mill, and an electronics company

Technical competence Regulatory Sector and process knowledge Environmental impacts Risk and liability issues Pollution Prevention

Skills to Drive Performance Listening and observation skills Ability to identify consequences and opportunities in context that matter to management Ability to allow others to draw conclusions

How it looks in practice …

Auditing … your role Having a good understanding of the organization Building knowledge of current conditions Helping them see another path Addressing logistical factors Action and commitment

EMS Performance-based Audits What are the conditions (outcomes) Compliance Beyond compliance (P2) Controlling risk Where it is not producing desired outcomes Identifying Root Causes: How does their management system fail to deliver the outcomes

EMS Audit Examples Photo slides from sites will be shown during presentation

Missing plugs or incorrect plugs were used. No easily visible marking system in place to identify which lines required plugs. Procedure for checking plugs at start-up not being consistently followed by operators or maintenance personnel. Operators were not aware that specific types of plugs must be used depending on the size of line. Not plugging lines can create a fugitive emissions Observation

Pollution Prevention Visits Having a good understanding of the organization Building knowledge of current conditions Helping them see another path Addressing logistical factors Action and commitment

Pollution Prevention Examples Photo slides from sites will be shown during presentation

Hazardous Waste Rags Contaminated with various levels of hazardous materials – from routine oils and lubricants to organic acid that can cause injury with contact Raw material cost - $4,800/yr Waste disposal cost - $6,100/yr

Possible Options Laundering – maybe not the best option due to hazard Segregation Better use of rags Add to “Departmental Observation” (existing check-list of 25 items that department is measured on)

Driving Performance Understand the organization Show real consequences and/or opportunities Create an environment in which the site buys in and/or creates the solutions for themselves

Conclusions Performance depends on organizational culture and competencies Performance can be driven from the outside by: Understanding the organization (technically and managerially) Being effective at shifting viewpoints and putting issues and opportunities in a context that matters to management
